The Royal Borough of Kensington and Chelsea employs 4,000 people and has responsibility for providing education, housing, environmental and social services to the Borough's 190,000 residents.

The Borough stored critical information resources, such as employee contact details, and skills and training requirements, across number of disparate intranet sites. As a result the task of managing HR functions, such as staff training and recruitment, has been difficult.
